even if; even though

ても expresses that the result holds regardless of the condition. Attach it to a verb's te-form (降る to 降っても), or to a noun/na-adjective with でも. It is the concessive partner of the te-form: even if X happens, Y is still true.

  Ame ga futtemo, shiai o shimasu.

  Even if it rains, we'll play the match.

  Takakutemo kaitai desu.
