regarding; concerning

に関して introduces the topic an action concerns, a more formal equivalent of について. Attach it to a noun; the noun-modifying form is に関する. It is common in writing and formal speech.

  Kono jiken ni kanshite, kuwashii jouhou wa mada nai.

  Regarding this incident, there's still no detailed information.

  I'm reading a book concerning environmental issues.
