にとって presents a judgment from someone's standpoint (for me, to a child, etc.). Attach it to a noun, usually a person or group, and follow it with an evaluation. It frames whose perspective the statement is true from.
Examples
にて、がです。 Watashi ni totte, kazoku ga ichiban taisetsu desu.
For me, family is the most important thing.
にて、はでも。 Kodomo ni totte, asobi wa manabi de mo aru.
For children, play is also learning.
